36 Pc Hike In Development Budget Approved For FY 22: Asad Umar

ISLAMABAD, (UrduPoint / Pakistan Point News - 8th Jun, 2021 ) :Minister for Planning, Development and Special Initiatives Asad Umar Tuesday said the National Economic Council (NEC) had approved the proposal of overall development outlay of Rs 2.1 trillion for the year 2021-22, showing an increase of 36.4 perecnt as compared to the development budget of Rs 1.527 trillion in the outgoing year.

Out of the total, Rs 900 billion have been proposed to be earmarked for Federal Public Sector Development Programme (PSDP) 2021-22, while Rs 1.202 trillion have been proposed for provinces, he said.

Addressing a press conference along with Chairman China-Pakistan Economic Corridor (CPEC) Asim Saleem Bajwa, Asad Umar said besides the federal government, provinces too significantly increased their development budget as Punjab had raised its budget from Rs 310 billion in current year to Rs 500 billion for next year, Sindh increased its budget from Rs 194 billion to Rs 321 billion, and Balochistan from Rs 89 billion to Rs 133 billion.

However he said Khyber Pakhtunkhwa which considerably increased its development budget during the current fiscal year slightly decreased its budget from Rs 274 billion to Rs 248 billion.

Comparing the development allocation with previous years (2016-17), he informed that the past government allocated 56 percent of the total PSDP for energy, transport and communication projects whereas this share has been reduced to 40 percent in the upcoming year. However he clarified that work on the road projects had not been reduced as the current government was spending even more funds on the road projects through Public Private Partnership (PPP).

Similarly, he said allocation for water projects had been increased from 4 percent in 2016-17 to 10 percent in the upcoming year, and for social and regional equalization, the share had been increased from 23 percent to 31 percent, and for production, science, technology and IT, the share had been increased from 2 percent to 5 percent.

Asad Umar said the allocation of Rs. 244 billion had been made for Motorways, highways, interprovincial/districts roads, airport, Railway projects as 3261 KM length of new roads will be added to the network.

He informed that the major projects that get the allocation share included Khyber Pass Economic Corridor Project (Rs. 8.5 bn), Sukkur -Hyderabad Motorway Land (Rs. 4.6 bn), Eastbay Expressway Gwadar (Rs. 2.1 bn), Dualization and Improvement of Existing N-50 - Yarik - Sagu - Zhob -210 km (Rs. 1.6 bn), construction of M�8 Hoshab�Awaran�Khuzdar (section-2 ) 168 KM (Rs. 1.5 bn), improvement and widening of Chitral-Booni-Mastuj-Shandur Road (Rs. 2 bn), roads linking motorways in Punjab, Main Line I (ML-I) (Rs.

6.2 bn) and Gwadar Airport (Rs. 1.1 bn).

He added that for the first time, the government had allocated an amount of Rs 61 billion for an innovative Viability Gap Fund (VGF) that would help approval of 14 high-impact PPP transactions worth of over Rs 978 billion that was expected in April to October 2021.

Major projects under the VGF include Sialkot-Kharian Motorway, Sukkur-Hyderabad Motorway, Karachi-Quetta-Chamman Road, Karachi Circular Railway, Karachi-Pipri Freight Corridor, and Railway Hospitals.

Giving details of infrastructure water sector projects, the minister said the government was making investment on building large dams and water conservation system as per commitment under National Water Policy since new cultivable command area of 100,000 acres was developed during 2020-21 and further 200,000 acres would be added during the next two years.

He said the major projects in this sector included Diamer�Bhasha, Mohmand and Dasu (Rs. 84.5 bn), K-IV, Nai Gaj Dam, Rainee Canal and Small Storage Dams in Sindh (Rs. 25 bn), Karachi Canal Balochistan, Awaran, Winder and Panjgur Dams (Rs. 8.2 bn) and small/medium dams in Balochistan, Ghabbir Dam and Papin Dam in Punjab (Rs.3.65 bn).

For Higher education, he said the government had increased the allocation to Rs. 44 billion under which 105 universities would benefit from 120 projects .

To a question, the minister pointed out that the CPEC was a national project that was always put on priority. The priorities for national project never change with the change of any political party, he added.

The work on the mega project was going on at full pace, he said.

He said in the PSDP 2021-22, an amount of Rs 87 billion had been proposed to be earmarked for various CPEC projects.

Asim Bajwa on the occasion said the only portion left on the Eastern Alignment, was Sukkur-Hyderabad motorway and work on it would commence soon.

On the Western alignment, he said the Hakla-D.I.Khan motorway would become operational in October this year which would reduce the travel time by 50 percent.

He said the D.I. Khan-Zhob section has been included in the upcoming CPEC Joint Coordination Committee while work on Zhob-Quetta had already started.

Similarly, he said the road network from Quetta to Gwadar was almost completed.

To a question, Asad Umar said Sindh province was getting lion share of Rs 90 billion in the federal PSDP for its various development projects.

While Punjab would get Rs 93 billion so despite a big difference of population, allocation for both provinces was almost same, he added.
