DUBAI, (UrduPoint / Pakistan Point News / WAM - 11th Feb, 2019) Supreme Legislation Committee, SLC, in Dubai organised a workshop focused on drafting legislation in the Emirate, with the aim of promoting legislative awareness and highlighting the role of legislation in supporting the move to establish a pioneering, proactive, and excellent government.
Held on the sidelines of the "Legislative Week", the event saw the participation of high-level select local government entities.
The workshop, which follows on the success of the SLC General Secretariat’s training programme themed "Legislative Work in Dubai: Principles and Practices", held last year, witnessed the participation of high-ranking government officials involved in the preparation and drafting of legislation. The event last year provided comprehensive training that helped broaden the legislative knowledge of participants from the government sector, which is in line with the directives of the wise leadership on enhancing the efficiency of government performance and quality of government services, with a view to achieving happiness of the people and welfare of the community.
Mohammed Salah Al Etawi, Head of the Technical Office of the SLC General Secretariat, highlighted that the workshop further reinforces the key concepts of developing legislative processes within government entities in Dubai.
He added, "The workshop complements the previous training on the ‘Legislative Work in Dubai: Principles and Practices’, and further aids in identifying the standards, rules, and practices needed to issue sustainable and balanced government legislation that will help achieve the objectives of the Dubai Plan 2021 in establishing a pioneering, proactive, and excellent government."
Al Etawi further emphasised that the workshop reflects the SLC’s strong commitment to improve the integration and coordination of efforts of government entities and ensure consistency in all policies, strategies, and legislation issued in Dubai.
He added: "Through the workshop, we look forward to contributing to preparing highly qualified national staff that will further advance the legislative process with the help of the SLC’s relentless efforts to develop, implement, and provide targeted training programs. This will continue to enhance the sound legal understanding of applicable legislation in Dubai and, thus, serve the emirate’s ambitious development agenda."
The workshop focused on five main topics such as the "Structure of Legislation", "Standards of Legislative Provisions' Sequence", "Rules for Drafting Subsidiary Legislation", "Guidelines for Drafting Amending Legislation", and "Rules for Drafting Penal Provisions".
