...:ANNUAL DEVELOPMENT PLAN2018-19 The Strategy for ADP 2018-19 is 'Sustainable Development' emphasising on better planning and execution of projects. The departments have included only those projects which are well grounded in good research and have benefitted from expert's inputs and stakeholder consultations. Accordingly, P&D Department reviewed the project proposals by departments and took decision on prioritizing investment proposals.

i. The development schemes that create and enhance urban clusters and ensure provision of requisite services are prioritised.

ii. Focus of the ADP is towards the progression of Social Sectors including Education, Health and Water Supply & Sanitation.

iii. Several new schemes have been introduced to empower women and to accelerate the social inclusion of marginalised groups.

iV. Projects are distributed across the province to achieve equitable development in all regions.

V. Priority has been given to schemes that ensures better performance of Punjab against key Sustainable Development Goals (SDG) indicators.

Vi. Maximum financial allocation are provided to ongoing schemes which are at an advanced atage of implementation.

Vii. The government strongly realizes the importance of industrial competiveness in the Punjab, especially in light of the CPEC. The government is focussing on devising a comprehensive indusrial policy and land use policy, domestic commerce strategy, spatial planning for industry, developing a long-term engagement strategy with the Chinies, indentifying industries of JVs and investment.

Viii. Special focus has been given to the schemes pertaining to Nutrition, Population, Skills & Human Development issues.

iX. Punjab's agrarian land is transforming into arid land due to variations in the climate conditions, thus priority is given to Agriculture and Irrigation sectors (special focus on small dams) with provision for research.

The Annual Development Program budget for the FY 2018-19 has been set at Rs.

238 billion. The current government has emphasized the need for developing the province's human capital rather than just focusing on infrastructure development.

In reponse to the fact that Pakistan is ranked in the top 10 countries most likely to be affected by climate change, the government has allocated Rs. 1.2 billion for the improvement of environmental governance and promotion of green investment to improve conservation efforts. The government has also prioritized the development of the province's water resources and has allocated Rs. 20.5 billion for Water Supply and Sanitation and Rs. 19.5 billion for irrigation. As for the health sector the government has allocated Rs. 9.575 billion for preventive health care measures as it believes that it relieve pressure on the province's already burdened health care sector. The government believes that development should not take place in the form of isolated project which do not in any shape or form complement each other. That is why the current annual development budget is being devised under a comprehensive plan that aims to achieve industrial and socio- economic development while ensuring macroeconomic stability in the country.

Major projects/programmes of ADP 2018-19; Provision of Skills Training to 550,000 youth under Punjab Skill Department Program, with an allocation of Rs. 433 million.

Acquisition of Land for Development of PSEZ (Allama Iqbal Industrial Estate), Faisalabad, with an allocation of Rs. 4,000 million and total cost Rs. 6,300 million.

Progressing Punjab by Entrepreneurial Development of SMEs, with an allocation of Rs.300 million and total cost Rs.

6,000 million.

Continuation of National Flood Protection Program-IV, costing Rs. 101,093 million.

Afforestation of Blank Areas in Irrigated Plantations of Punjab and Combating Smog through Urban forestry in Punjab.

Umbrella Program for uplifting of Road Network andConnectivity in Punjab.
