The Ministry of Capital Administration and Development Division (CADD) and Human Rights HR are not ready to take "The National Commission for Persons with Disabilities Bill, 2018", throwing it in each other's domain.
ISLAMABAD, (UrduPoint / Pakistan Point News - 21st Mar, 2018 ) :The Ministry of Capital Administration and Development Division (CADD) and Human Rights HR are not ready to take "The National Commission for Persons with Disabilities Bill, 2018", throwing it in each other's domain.
The bill moved by Members of National Assembly, Dr. Nikhat Shakeel Khan, was mainly focused on a national policy for rehabilitation of Persons With Disabilities (PWDs), review facilities available and ensure implementation.
Chairing the National Assembly Standing Committee on Human Rights Member National Assembly, Baber Nawaz Khan, had proposed to send the bill to the committee of CADD as the subject of PWDs was currently entertained by it.
In response, Joint Secretary Ministry of CADD informed the committee that they were dealing only with the provision of facilities while the protection of rights was the subject of Ministry of Human Rights (MOHR).
Director General Coordination, MOHR, Muhammad Hassan Mangi informed the members that the bill was not addressing the issue of rights, besides that it has flaws. An official of Ministry of Law and Justice, further clarified, "When a bill is introduced in the assembly, it is identified according to Rules of business and the issue of PWDs fall under CADD.
The chairperson, directed to send it back to the lower house of the parliament and if referred back they will discuss it. The committee also took strong notice of not considering its recommendations by Peshawar Electricity Supply Company (PESCo) to facilitate the effectees of Terbella and Mangla dam.
The members decided to refer the matter to the privilege committee against Chief of PESCo and the officials who attended the meeting and also sent letter to Minister for Power. Briefing the committee on the warm welcome to the culprits of Mashal Khan murder case after bail at Rashakai interchange, and their open hate speech, District Police Officer (DPO), Mardan Dr.
Mian Saeed, said 61 persons were identified in case among which 85 % were arrested. He stated that one main accused was granted death sentence, five got life imprisonment while 25 sentenced four years imprisonment.
The 25 culprits granted bail after appeal in High Court, on the plea that they have spent sufficient time i.e. 10 months in jail. The DPO further informed that they have also pleaded in court against bail and short sentence.
The committee members asked for taking steps for checking the increasing trend of intolerance and impatience in the society which would produce negative effects on the society. They also asked that Universities are the place of building thinking process, which should be encouraged adding that it is duty of faculty members to properly address their quires besides keeping a strong eye on their activities.
The committee called Mardan University administration, Chairman Higher education Commission (HEC), all Secretaries of HEC, Chief Secretaries from all the provinces, officials of Ministry of Human Rights (MOHR) and National Commission for Human Rights (NCHR) in the next meeting to find out long term solution.
