NCHR seeks inquiry into Quetta carnage

QUETTA, (UrduPoint / Pakistan Point News -6th Sept,2016) : National Commission on Human Rights (NCHR) Tuesday demanded of the government to conduct a complete inquiry into Civil Hospital Quetta suicide blast to find out facts who was responsible for failure in security system and to tackle the emergency situation.

NCHR Chairman, Justice (retd) Ali Nawaz Chohan along with Member NCHR for Balochistan, Ms. Fazila Aaliani and Coordinator NCHR Balochistan, Ameer Jan Jamaldini said this while talking to media persons at Quetta Press Club, here.

He visited the press club to offer Fateha for two journalists who were martyred in civil hospital suicide attack. "There should be an immediate and complete inquiry into civil hospital suicide blast to find out fact behind failure of intelligence, security and health care system as 470 doctors at Sandeman Civil Hospital Quetta could not provide emergency medical aid to lawyers who were victimized in the suicide blast on 8th August 2016," he observed.

The NCHR Chairman recommended the Balochistan government to take immediate and stern departmental action against doctors and paramedics who were not joining their duties at work places in state-run hospitals.

"As a Chairman of NCHR, I recommend the Balochistan government to suspend or transfer doctors who are not going out of Quetta to join their duty at their posting places," he said. He also emphasized the need to ascertain why the departments concerned could not halt suicide blast at the hospital.

"It is need of hour to ensure capacity building and improve performance of intelligence agencies, security forces and law enforcement agencies to avert any untoward incident in future like that of Sandeman Civil Hospital suicide blast," he said.

"It was observed that doctors at state-run hospitals in Quetta have no professional skills and training to tackle emergency situation," he said and recommended the Health Department to ensure their capacity building training in this regard.

He said that he was extremely grieved over huge life loss in civil hospital explosion. "It was a national loss that cream of senior lawyers was killed in the blast," he said. He urged intelligence agencies and security forces to study the pattern of suicide attacks and acts of terror to halt such incidents in future.

"The same pattern was used in Sandeman Civil Hospital blast which was reported in killing of people of Hazara community in past," he said. He recommended that government should send junior lawyers of Quetta financial support to foreign countries to take L.L.M classes in order to fill the gap emerged after killing of a number of senior lawyers.

He said that the government should also provide same compensation and facilities to heirs of two martyr journalists killed in civil hospital blast which were being given to families of martyr lawyers. President, Quetta Press Club, Shehzada Zulfiqar and senior journalists were present.
