PESHAWAR, (UrduPoint / Pakistan Point News - 13th Nov, 2017 ) :Former member of Pakistan Tahrik e Insaf, (PTI), Tahir Umarzai said here Monday Pakistan Tahrik e Insaf (PTI) has completely failed to implement its 2013 election manifesto during last four years rule and that no significant changes have been witnessed even in the much trumpeted education, health and local bodies sectors in the province.PTI had fought 2013 Elections purely on ideology basis and got overwhelming success in KP.

Imran Khan is now focusing on winning horses against committed and loyal leaders that would be counterproductive and would make very negative effects on party performance in 2018 General Election, he claimed.

Talking to APP, Tahir Umarzai who was the architect of PTI's 2013 election manifesto claimed that PTI leadership has never made focus on implementation of its manifesto during four years rule in Khyber Pakthunkhwa and paid only a lip service towards education and heath reforms.

He alleged that PTI's constitution was in position of status-quo and slogans of bringing reforms in education, health and local bodies could not attracted attention of masses.The former PTI leader said institutions and departments in KP could not afford more experiments rather than focus should be made on overall improvement of infrastructure, capacity building of staff, addressing issues of funds and provision of missing facilities to schools, colleges, equipments and computerization of record of government departments for quick resolution of peoples problems and prompt service delivery.

Despite tall claims, he said PTI has completely failed to introduce uniform education system in the province as three types of education i.e Govt, Private and Religious seminary system were still in practice in KP.

He alleged rampage of corruption in public sector departments continues in the province and slogans of eradication of corruption in KP was limited only to social media and that nothing practical was on ground.

The repeated amendments in KP Ehtesab Commission have made this anti corruption body established by PTI Govt, toothless besides weakened the accountability system in the province, he claimed.

The KP Ehtesab Commission has now become bitter pill for PTI leadership who was double minded either to swallow it or omit it.The PTI Government had passed KP Ehtesab Commission Act in haste without consulting the opposition parties and now was facing the brunt of this hasty decision, he said.

The development activities in KP had been almost in standstill due to unnecessary consultancy work, fear of accountability, politics of negativity and consequently the officials throw files of development projects at each other in fear of being caught by anti-corruption bodies in the province, he elaborated.No honest officer or contractor can work independently in such an environment of fear and as a result ADP funds were mostly lapsed during PTI regime that marred development sector in KP,he argued.

PTI leadership had wasted time in agitation and sit inns and started rapid bus project in haste for political gains when its government was about to complete its five years term, he argued. I demand of Chief Minister KP to bring General (Retd) Hamid Khan back if he was serious about eradicating corruption from the province, he said, adding people's confidence in PTI's claims of across the board accountability would only restore with the return of General Hamid as DG KPEC.I along with a delegation including a sitting MPA met with PTI Chairman Imran Khan in Islamabad about nine months ago and apprised him about the issues of corruption, commission mafia and poor governance in KP, he recalled.

He said Imran Khan while taking serious notice of the issue, directed PTI leaders concerned to initiate inquiry into the matter but nothing was done so far. Tahir alleged merit, rules and regulations were completely violated in the recruitment process of 800 persons in KP Prison Department and jobs were given mainly on political ground that was a great injustice to qualified candidates.

He said violation of merit was tantamount to corruption and favoritism that was a big question mark on the claims of good governance of PTI. The appointment should be made through NTS, PTS or Public Service Commission so that qualified and upright candidates should be selected on merit, he suggested.
