The diplomat stressed that Russia has never delivered modern tactical missile systems to North Korea.

"The Scud-B missiles, which laid the foundation of North Korea's current [ballistic] missile arsenal were acquired by Pyongyang from 'third countries,' not from us," Yermakov said.
