The incident occurred at around 9 a.m.
local time (04:30 GMT) near a health center, in the vicinity of the first police district of Jalalabad, the Khaama Press news Agency specified.
The injured people are currently receiving medical treatment in a hospital.
No individual or group has claimed responsibility for the blast so far.
