BAKU (UrduPoint News / Sputnik - 16th January, 2019) The negotiations between Azerbaijani Foreign Minister Elmar Mammadyarov and acting Armenian Foreign Minister Zohrab Mnatsakanyan on settlement of the Nagorno-Karabakh conflict will take place on Wednesday in the French capital of Paris.
According to spokeswoman for the Azerbaijani Foreign Ministry Leyla Abdullayeva, the meeting will be mediated by co-chairs of the Organization for Security and Co-operation in Europe's (OSCE) Minsk Group and also attended by Personal Representative of the OSCE Chairman-in-Office Andrzej Kasprzyk.
Nagorno-Karabakh, an Azerbaijani region with a predominantly Armenian population, proclaimed its independence in 1991, prompting a still ongoing military conflict. In early April 2016, tensions between Azerbaijani and Nagorno-Karabakh forces escalated, resulting in multiple casualties. Sporadic clashes continue even though the sides promptly agreed to cease hostilities.
