"Shortly after the arrest of US citizen Paul Whelan in Moscow, Russian officials said that Mr.
Whelan had been 'detained red-handed.' More than two months have passed, but no evidence of Mr. Whelan's guilt has ever been given. Why is there no evidence yet?" the mission said.
