"Everyone who organizes such provocations should realize that this does not go unpunished," Matvienko said.

"There may be some mistakes, but there was not even the slightest reason for detention in this case," she said.

Bochkarev was detained in Oslo airport on September 21 on suspicion of illegally gathering information. Last week he was released as Norway dropped its charges.
