On Monday morning, a gunman opened fire on a tram outside Utrecht's city center.

The police said that multiple people had been injured and did not rule out terrorist motives behind the shooting.

"The level [of terrorism threat] has already been increased. I think it is level red, the highest level in Utrecht. So it is already increased," the Dutch government's public information service said.
