French President Emmanuel Macron unveiled a declaration last week that seeks to set rules of conduct online for both state and non-state actors via "strengthened multistakeholder approach.

"A number of provisions can be interpreted as permitting armed confrontations between states in cyberspace... We believe it is crucial to guarantee... solely peaceful use of internet technology," the Russian ministry said in a statement.

It criticized Paris for designating the Council of Europe's convention on cybercrime as the key tool in fighting cybercrime, while failing to address what the ministry called a violation of state sovereignty enshrined in the 2001 document.
