WTO Creates Arbitration Panel To Settle Russia-EU Cold-Rolled Flat Steel Dispute - Moscow

The World Trade Organization (WTO) decided on Friday to create an arbitration panel to settle the Russian-EU dispute on EU anti-dumping measures on certain cold-rolled flat steel products from Russia, the Russian Ministry of Economic Development said in a statement
Russia asked the WTO to create the arbitration panel on March 14 over the 2016 EU decision to introduce anti-dumping duties on the products of Magnitogorsk Iron and Steel Works, or MMK (18.7 percent), Severstal (34 percent) as well as Novolipetsk Steel, or NLMK, and other companies (36.1 percent).
"From Russian point of view, multiple WTO rules were breached when the measures were introduced [by EU].
Particularly, the European Union has not considered information provided by Russian companies during the investigation that had been carried out before the measures were imposed; as well as violated the rules of establishing cases of dumping and damage inflicted by them to the EU [steel] industry," Russian Economic Development Minister Maxim Oreshkin said, as quoted by the statement.
On January 27, 2017, Russia asked the European Union to hold consultations on the issue as part of the WTO dispute settlement procedures. In November 2016, Severstal and NLMK also filed lawsuits to the EU General Court in an attempt to challenge the introduced duties.
