The name Hakan is not derived from Arabic however. The name has it's roots in Turkish, from the word Han, Khan or Kağan, meaning king or ruler. The name Hakan is derived from Han-Kağan. Thus meaning supreme ruler or ruler of rulers. Different sources seem to claim different things such as the root of the name being Arabic, such as on this page, while other sources point to Persian. The claim that the name in the sense of just a name and not a title coming from Persian might have some merit, however I have not come across a source that elaborates on that as of yet. The sources I have found point to Hakan having roots in Central Asia, used primarily by the Turkic, Mongol and Tatar peoples.
