
Mohtasib Intervention Helps Paralysed Man Secure Plot After Nearly Three Decades

ISLAMABAD, (APP - UrduPoint / Pakistan Point News - 14th May, 2026) After waiting nearly three decades for justice, a resident of Rahim Yar Khan has finally secured allotment and possession of his plot in the KRL Employees Housing Society near Rawat, Islamabad, following the intervention of the Wafaqi Mohtasib, Mr. Naveed Kamran Baloch.
According to official details, Mirza Habibullah Khan had applied for a residential plot in the housing society in 1997 and had cleared all required dues at the time. Despite fulfilling all financial obligations, the society allegedly delayed the matter for years, forcing the applicant into a prolonged struggle to obtain his rightful property.
During this difficult period, Khan also suffered a paralytic stroke that severely restricted his mobility. Nevertheless, he continued visiting the society’s offices in pursuit of justice, only to be met repeatedly with assurances and delays.
After exhausting all available options, the aggrieved applicant approached the Office of the Wafaqi Mohtasib. The matter was subsequently taken up under the Informal Resolution of Disputes (IRD) programme through Article 33 of the President’s Order No.
1 of 1983. The Mohtasib Secretariat sought a detailed report from the housing society and also directed the Cooperative Housing Societies Department, Islamabad, to furnish its findings on the matter.
The case was actively pursued through a series of hearings conducted by the Registrar and Deputy Registrar at the Wafaqi Mohtasib Secretariat, ultimately paving the way for resolution of the longstanding dispute.
The housing society later informed the Mohtasib office that original allotment letter No. 30001214, dated March 31, 2026, along with possession letter No. 000280 of the same date, had been issued to the petitioner. As a result, possession of Plot No. DB-362, measuring 35 x 70 square feet, was formally handed over to the complainant.
In a letter addressed to the Wafaqi Mohtasib, Mirza Habibullah Khan expressed profound gratitude for the intervention and praised the institution’s efforts in resolving a matter that had remained pending for 29 years.
