ISLAMABAD, (UrduPoint / Pakistan Point News - 28th july, 2016) : National Accountability Bureau (NAB) has received about 309,000 complaints from individuals and completed around 6,300 inquiries during the last 16 years.
Of the total inquiries during the period, 56 per cent matured into formal investigation and more than 80 percent investigations were taken into stage of prosecution in courts of law. Presiding over a meeting held here to review performance of Awareness and Prevention Division of Bureau, Chairman NAB, Qamar Zaman Chaudhry on Thursday said out of 1,762 decided cases, Bureau has achieved conviction in 889 cases with rate of about 51 percent. He said increase in number of complaints reflects enhanced public trusted in NAB which has prime focus on cases of cheating public at large by fraudulent financial companies, bank frauds, willful bank loan defaults, misuse of authority and embezzlement of state funds by government servants etc.
Since NAB's inception, he said one of the major achievements was recovery of around Rs. 276 billion of ill-gotten money which was deposited in national exchequer. The Chairman said the figures of complaints, inquiries and investigations are almost double as compared to same period of 2014 to 2015.
The comparative figures for the latest two years are indicative of hard work being put in by all ranks of NAB staff in an atmosphere of renewed energy and dynamism, where fight against corruption is being taken as a national duty.
He said it is encouraging that for the first time Anti- Corruption has been made a part of development agenda in Pakistan in context of governance. Qamar Zaman Ch. said Planning Commission of Pakistan (PCP) has included a chapter devoted to issues of corruption in 11th five year plan and "We intend to work closely with PCP to achieve goals set in the Plan. He said corruption is the mother of all evils which undermines development and also deprives people from their due rights.
He said NAB had chalked out a comprehensive National Anti- Corruption Strategy and adopted Zero Tolerance Policy to curb corruption and corrupt practices. The Chairman said PILDAT in its report supports the position stated above as 42 per cent people trusted NAB against 30 per cent for police and 29 per cent for government officials.
The recent report of Transparency International (TI) also rated Pakistan in Corruption Perception Index (CPI) from 126 to 117 which is a great achievement.
He said to create awareness against ill effects of corruption among the youth NAB in collaboration with Higher Education Commission (HEC) had signed a Memorandum of Understanding (MoU) and over 22, 000 Character Building Societies (CBSs) have been established in universities, colleges and schools during last one year.
He said NAB has also devised a comprehensive Quantified Grading System to review and further improve performance of its Officers/Officials and added under this grading system, Regional Bureaus are being evaluated at a given criteria on annual basis from 2014. NAB has developed an effective Monitoring and Evaluation System catering needs of all concerned having salient features of maintenance of data at each stage including complaint entry, complaint verification, inquiry, investigation, prosecution stage and record preservation of Regional board Meetings and ability to analyze data in qualitative and quantitative form having warnings and alarms system for violators. NAB with improved infrastructure and rationalized workload, timelines have been prescribed for efficient, effective and expeditious disposal of case putting a maximum limit of 10 months- from complaint verification-to-inquiry-to investigation and finally to a reference in Accountability Court. He said NAB has initiated an Internal Accountability Mechanism (IAM) as inefficient, unscrupulous and delinquent officers are being weeded out and proceeded against under relevant provisions of law.
NAB had initiated disciplinary proceedings against 83 officers/officials during last two and half years out of which 60 cases have been finalized with 22 major penalties, 34 minor penalties and 4 exonerated.
The Bureau has also set up a Special Integrity Management Cell in NAB Headquarters. The Chairman said NAB has established its first Forensic Science LAB (FSL) in Rawalpindi/Islamabad Regional Bureau which has facilities of Digital Forensics, Questioned Documents and Fingerprint Analysis.
Qamar Zaman said NAB intends to establish NAB's Anti- Corruption academy at Islamabad for capacity building of its officers/Officials. He said in order to aware people about ill effects of corruption NAB is making significant efforts to reach out masses through print, electronic and social media by holding various activities under its country wide awareness and prevention campaign on "Say No to Corruption."
