Senate Body Expresses Concern Over Anomalies In NAB Recruitment Laws

ISLAMABAD, (UrduPoint / Pakistan Point News - 23th August, 2016) :Senate Standing Committee on Law & Justice Tuesday expressed its indignation and concern over rampant anomalies in recruitment, appointment and promotion laws of National Accountability Bureau (NAB) and constituted a three members sub committee to review the entire recruitment laws. A meeting of the committee, chaired by Senator Muhammad Javed Abbasi.
The committee headed by Senator Farooq Hameed Naek would have Senator Nehal Hashmi and Senator Barrister Muhammad Ali Saif as members. Senior Draftsman Ministry of Law and Justice Sarfraz Sheikh would assist the committee on legal issues.
The committee has been mandated to revisit NAB laws relating to recruitment and report within a month. The committee deliberated the issue raised by Senator Saeed Ghani in the Upper House of the Parliament regarding the charges were given to various officers of NAB, in violation of rules, and reappointment of same officers on the same day, in the own pay scale.
Senator Farooq H Naek said the NAB had framed recruitment, promotion and appointment laws sans getting approval and consent of the Parliament.
Chairman NAB Qamar Chaudhry, enjoying arbitrary powers was running the one man show. The committee rejected a private member bill "The Supreme Court Number of Judges (Amendment) Bill 2016 moved by Senator Dr Baber Awan by majority vote.
Five members rejected the Bill, Saeed Ghani voted in favour of the bill while Farooq H Naek abstained from voting. The bill relates to allocating special seats for women in superior judiciary. Senator Muhammad Javed Abbasi said the bill has already been rejected by the presidents of various bar associations of the country in last meeting.
Chairman of the committee said there is no restriction on competent women for appointment in superior judiciary as judge. Farooq H Naek said there should be no discrimination on the basis of sex.
Provinces should be asked to allocate special quota for women judges in lower judiciary. Competent judges would itself make their ways into superior judiciary. The committee granted time to Senator Karim ahmed Khawaja to re draft his private member bill 'The Constitution (Amendment) Bill, 2016.'
