KARACHI, (UrduPoint / Pakistan Point News - 4th August, 2016) : Sindh Chief Minister Syed Murad Ali Shah has said that development of the province is his dream, and this is the right time to make his dream realized. "Rs 200 billion is pretty good amount enough to make Sindh developed, neat, clean and green province, therefore every member of the Cabinet, bureaucracy and civil society has to work in accordance with the injunctions of Quaid-i-Azam Mohammmad Ali Jinnah too work, work and work." This he said while chairing a meeting on development portfolio of Education, Health, Local Government and Works and Services and to review the releases at New Sindh Secretariat on Thursday, said a statement.
The meeting was attended by Sindh Ministers, Dr Sikander Mendhro, Jam Mehtab Dahar, Chief Secretary Siddique Memon, Principal Secretary Alamuddin Bullo and others. He said that enough funds are available to implement the entire Rs 200 ADP but only constructions of roads, schools, hospitals was not his objective but he wants their quality structure and want to functionalise them just after completion of the schemes. He directed all the departments to submit PC-IV so that necessary staff (SNE) could be made available for the schemes, otherwise construction of buildings was not a big deal. Additional Chief Secretary Development, Mohammad Waseem briefing the CM Sindh said that he had received 14 PC-I of the development schemes being launched under Rs 10 billion Karachi package.
On Friday as per directives of the CM Sindh technical committee has been convened to approve them. Syed Murad Ali Shah said that he would be apprised about the progress of shifting of utilities next week. Secretary Education Syed Mumtaz Shah said that 351 scheme in six different sector have been launched against an allocation of Rs13 billion.
Out of 351 schemes, 140 are on-going and 211 new. Replying to a question he said that 33 schemes would be completed this year against an allocation of Rs 1682.262 million for which 100 releases have been assured in two installments.
He added that 63 schemes of Rs 2.42 billion would be completed during the next financial year fot which 50 percent releases have been assured.
He said that Rs 4.16 billion development budget has been released so far which is unprecedented in history. Talking about the six sector, Syed Mumtaz Shah said that there are Rs 1.3 billion 94 schemes of elementary education, Rs 221 million nine schemes of teachers'education; Rs 446.2 million four schemes of Sindh Education Foundation, Rs 4.8 billion 118 schemes of secondary education, Rs 4.5 billion 75 schemes of college side and Rs 1.5 billion 51 scheme of different categories. The CM Sindh directed the Education department to be vigilant on the progress of uplift works, otherwise they would be held responsible. Secretary Works and services Aijz Memon said that there were Rs 9 billion 613 schemes, including 602 of highways and 11 of buildings being executed by his department.
He said that during 2014-15, 607 kilometer roads were constructed against a cost of Rs9.9 billion. On this, the CM Sindh directed ACS (Dev) to conduct physical inspection of each and every road and then submit a report. He said that the works department during 2015-16 constructed 363 kilometers roads, improved/repaired 555 kilometers, constructed 13 bridges. The CM Sindh directed the works & Service department to activate all its engineers for quality work and timely completion.
Secretary Health Ahmed Bux Narejo in his briefing said that their development portfolio stands at Rs14 billion for 146 schemes, including 89 on-going and 57 new. There is a Rs7.6 billion capital and Rs6.35 billion revenue components. The CM Sindh directed Minister Health Dr Sikandar Mendhro to personally monitor purchase of equipments.
"You are a doctors and know better than me the importance of good equipments." The CM Sindh said that he follows the teachings of Quiad-i-Azam Mohammad Ali Jinnah to work, work and work and this is the time he would urge all not seek leave and strengthen his hands to serve Sindh and deliver to the people of Sindh - this may be deemed as ban on leave but would be granted in case of necessary. He directed the Chief Secretary to include a column of `interest in development works' in the ACRs of officers.
