Senate revises rules to strengthen presiding mechanism, update regional terminology

The Senate on Monday approved a set of amendments to the Rules of Procedure and Conduct of Business in the Senate, 2012, authorising new mechanisms for presiding over inaugural sessions and updating regional representation terminology

ISLAMABAD, (UrduPoint / Pakistan Point News - 21st Jul, 2025) The Senate on Monday approved a set of amendments to the Rules of Procedure and Conduct of Business in the Senate, 2012, authorising new mechanisms for presiding over inaugural sessions and updating regional representation terminology.

The amendments, moved by Senator Irfan-ul-Siddiqui, enable the Secretary Senate to announce a five-member Panel of Chairpersons—with the consent of the Chairman Senate—during the inaugural sitting of each Senate session.

In the absence of both the Chairman and Deputy Chairman, panel members will be eligible to preside over proceedings, with preference accorded to the senior-most member present.

To facilitate these changes, the Senate amended Rules 14, 15, 16, 94, 96, 171, and 172F.

The revised framework aims to strengthen legislative continuity and ensure smooth conduct of business in transitional scenarios.

Separately, the House also passed Siddiqui’s proposal to update the terminology referencing representation from the erstwhile Federally Administered Tribal Areas (FATA). The phrase “member from FATA” has been deleted and replaced with nomenclature reflecting the administrative merger of FATA with Khyber Pakhtunkhwa, aligning Senate records with constitutional developments.

The sanctioned amendments will be officially integrated into the Senate’s rules of procedure.
