A man, who confessed to creating a terrorist cell, was detained in Russia's North Caucasus republic of Dagestan, the Russian National Anti-Terrorism Committee (NAC) said on Saturday
The statement comes after three militants were killed during a skirmish with traffic police in Dagestan on Friday.
It has been established that they were planning attacks on law enforcement officials and a religious facility.
"During the operational activity, the security services detained a native of the city of Kaspiysk, who in the past was held criminally liable for providing assistance to bandits and attacking law enforcement officers. He confessed to creating a terrorist cell," the NAC said in a statement.
According to the statement, the killed militants were involved in recruiting young people on behalf of the Islamic State terrorist group, outlawed in Russia.
