MOSCOW (UrduPoint News / Sputnik - 25th March, 2019) Kiev was initially expecting a large number of civilian casualties in the Donbas conflict and was prepared to dub them as terrorist accomplices, Vasili Prozorov, a former official of the Ukrainian Security Service, said Monday.

"There were suggestions how to justify the special operations by the armed units. Moreover, such special operations initially allowed for a large number of civilian casualties, which then were immediately declared as terrorist accomplices," the former official said at the Rossiya Segodnya media center.
