Audit Faults US State Dept.'s Europe, Eurasia Bureau For Mismanagement Of Grants - Report

The US Department of States Bureau of European and Eurasian Affairs (EUR) is being criticized for its management of nearly $24 million in contracts, primarily intended to promote American-style democracy, according to an Inspector General report released on Wednesday.
WASHINGTON (UrduPoint News / Sputnik - 15th August, 2018) The US Department of States Bureau of European and Eurasian Affairs (EUR) is being criticized for its management of nearly $24 million in contracts, primarily intended to promote American-style democracy, according to an Inspector General report released on Wednesday.
"EUR did not consistently administer and oversee the contract task orders selected for this audit in accordance with Federal laws and Department policies," the report stated. "Specifically, Contracting Officers Representatives (COR) files were not properly maintained to include all required documents such as a quality assurance surveillance plan or documentary evidence that all invoice charges were reviewed and deliverables were accepted.

The report examined four US-funded projects, including three initiatives by the National Endowment for Democracy that received grants totaling more than $19 million.
The National Endowment for Democracy effort included sponsorship of civil society programs in Belarus, Bosnia-Herzegovina, Kosovo, Moldova, Serbia, Ukraine and the "region of Southeast Europe," the report said.
The fourth contract examined in the audit used a $4.6 million grant to train scientists, engineers and technology-oriented entrepreneurs in Armenia, Kazakhstan, Russia and Ukraine, according to the report.
