Sanjrani Repeats Ruling On Promulgation, Laying Of Ordinances

Chairman Senate Sadiq Sanjrani on Wednesday repeated his ruling during the proceeding of the upper house of the Parliament on promulgation and laying of ordinances.
He said that on 10th of April, 2018, during the 276th session he reserved his ruling on two points included promulgation of ordinances after the summoning of both or any of the houses of Parliament and delay in laying of ordinances before the Parliament.
He said that he had dictated the ruling in chamber and repeated the operative paras of the ruling.
He said under the ruling, the government is advised to give due consideration to the constitutional provisions before giving advice to the President for promulgation of ordinance especially when the date for session of the house is very clear.
In the instant case, the date was not only clear but also near, in such cases, unless there are very special reasons, ordinances should be avoided, he said.�� The requirements of Constitution, Senate Rules and earlier Rulings of the Chair in this regard are reiterated, therefore, the government should strictly adhere to the same and lay ordinance on the first day of the sitting of the house held after the promulgation of the ordinance on which formal government business is to be transacted, he said.
The Secretariat is directed to provide the detailed Ruling to all members and also send it to the President,the Prime Minister and Minister for Parliamentary Affairs, he added.
