Russian President Vladimir Putin has called for updating Russia's visa regime rules as it is necessary to consider the practice of using Fan IDs at the World Cup, which enabled foreign citizens to enter Russia visa-free.

"It [the Fan ID, introduced at the World Cup] may be used to update the visa regime rules, which generally need renewal, and lift barriers and procedures which are uncomfortable for people," the head of state said at a joint session of the Council for Development of Physical Culture and sports and the supervisory board of the Russia - 2018 organization committee.
Putin ordered to "analyze all regulatory acts adopted specially for the championship regarding their possible enshrinement in the legislation for further use and for the creation of comfortable conditions for our citizens and foreign guests." "Special attention [should be paid to] the issue of fan identification cards, or Fan IDs," he said.
"Many countries and international organizations plan to use our Russian experience, and we ourselves should develop it, of course," the Russian president assured.
The head of state stressed that the championship that took place in Russia "not just dismantled stereotypes - it definitely triggered a true interest in Russia." "It is a landmark part of the [World Cup's] non-material heritage, along with the growing popularity of football," the Russian leader stressed. He is confident that Russia "should provide an example of openness and support the wish of thousands of fans to return to us again and show our culture, nature and traditions to their friends, relatives and children."Putin reiterated about the decision to extend visa-free regime for Fan ID holders until January 1, 2019. "There are other ideas and other proposals to develop our visa provision activities," the president noted, promising to discuss them later.
