NAB Releases To Details Of Inquiry Against Ex-Punjab University VC

ISLAMABAD, (UrduPoint / Pakistan Point News - 21st Nov, 2018 ) :The National Accountability Bureau (NAB) on Wednesday released details of the inquiry against Prof Dr Mujahid Kamran, former Vice Chancellor University of the Punjab, to the media.

The NAB inquiry stated: "One Muhammad Rafiq Alvi s/o Muhammad Tufail filed a writ petition no.33673/2016 before the Lahore High Court against accused Mujahid Kamran VC, University of the Punjab for illegal appointments/re-appointments/contractual appointment made by him being VC of the university.

He further prayed that all illegal appointments made by him may be set aside and legal action may be taken against him.

The Lahore High Court vide order dated 27.10.2016 directed to send the said petition to respondent no.1 (DG NAB Lahore) with the direction to treat the same as complaint on behalf of the petitioner. The Lahore High Court also directed to afford proper opportunity of hearing to the petitioner as well as to all concerned and decide the same by way of speaking order in accordance with law within 30 days from the date of receipt of instant order. Subsequently, after complaint verification, inquiry was authorized by the competent authority.

According to the facts of the case, about 550 contractual appointments of teaching staff have been made under a committee which was formed in syndicate meeting held on 20.04.2013. (syndicate meeting was chaired by the VC) and power of appointment was delegated to that committee by the syndicate, whereas the syndicate has no power to appoint anyone rather the appointment is made on the recommendation of selection board.

Mujahid Kamran, EX VC re-appointed 44+91 officers / professors after retirement during the year 2010-2016, which is against the reemployment policy of Govt of Punjab letter dated 10.04.2008 (to terminate the services of re-employed officers / officials with immediate effect as per instructions of S&GD).

Mujahid Kamran, EX VC appointed Rao Muhammad Sharif as additional treasurer after his retirement and was given charge of treasurer whereas he was not the competent authority for the appointment of treasurer.

(The chancellor is the appointing authority for the post of treasurer).

Mujahid Kamran, EX VC has appointed numerous people u/s 15(3) (emergency powers) of University of Punjab Act, 1973 without any application, advertisement and selection board and approval from syndicate. (During the course of special audit of University of the Punjab, Lahore for the year 2008-10, it was observed that 68 appointments / promotions were made by the VC by exercising his emergency powers without approval of syndicate.

It was also observed that 34 additional / double duty were approved by VC beyond 06 months without approval of syndicate. No such powers were delegated by the syndicate for approval of additional / double duty allowance.

It was observed that 126 teaching staff including professors were appointed on contract for a period of 6 months with time to time extensions whereas VC has no power to grant extension.

Kamran Abid and Azhar Naeem were appointed as assistant professors w.e.f 2006 and the order was changed without the approval of syndicate, whereas their selection board for the post of Assistant Professor was not held, no advertisement was published.

There are two proceedings of the selection board dated 19.11.2014, in which the case of appointment of Azhar Naeem and Kamran Abid was deferred. Both with the signatures of Mujahid Kamran.

Mujahid Kamran, ex-VC has granted approval of Maulana Shaukat Ali block to Karim block, the land which was owned by University of the Punjab without getting approval from the syndicate.

Mrs. Shazia Qureshi w/o Mujahid Kamran was appointed as associate professor in the selection board meeting where the quorum of the selection board was not complete, and the proceedings were signed by Mujahid Kamran. She was given HEC overseas scholarship when she was over aged (it is alleged that the criterion was changed for her). She was appointed as Dean, Department of Law by the VC whereas, he was not the appointing authority."
