Punjab Chief Minister Sardar Usman Buzdar on Monday issued guidelines to divisional commissioners and Regional Police Officers (RPOs) for improving the law & order situation and providing relief to the general public
Chairing a meeting to review the law and order situation here at Civil Secretariat, the chief minister also examined the steps taken for provision of relief and other facilities to people.
The chief minister said that law and order situation of the province should be improved by making every possible effort to protect the life and property of public. He said that Sahiwal incident was tragic and all the sympathies of Punjab government were with the family of deceased Khalil and the affected family would be fully taken care of.
Buzdar said that commissioners and RPOs would have to deliver by working in the field, and police and administration would be strengthened by the government. "You will be fully supported for providing relief to the masses. You should perform your duties with confidence and problems of the people should be solved on priority basis," he added.
The PTI government, he mentioned, had freed the administration and police from political pressures, assuring, "We have not done and will not do the same as had been done with the police and administration in the past. The field officers are part of our team and we will work collectively to improve the governance standards in the province." Usman Buzdar maintained that law and order situation was not satisfactory and needed to be improved. He directed the Commissioners and RPOs to continue indiscriminate operations against the land grabbers and also hold open-courts in their respective districts to resolve the common man's issues. The open-door policy should also be implemented in letter and spirit, he added.
The Chief Minister directed them to personally monitor the field situation by visiting hospitals and educational institutions and take steps to bring required improvements, and also improve the general situation of cleanliness in their respective cities and visit the respective Arazi Centers regularly, besides paying special attention towards traffic problems in cities.
He said that performance of public sector departments should be improved by introducing necessary reforms, adding that commissioners and RPOs had for the first time been given the opportunity to deliver, as the core mission of the PTI government was to provide relief to the people.
He said that ban had been imposed on postings and transfers.
The Chief Minister directed that campaign should be continued for the arrest of proclaimed offenders, and instead of showing jugglery of figures, practical steps should be adopted to bring improvements. There should be an effective system of police patrol and there was also a need to change the overall attitude of the police, he said.
Usman Buzdar said that police should adopt a public-friendly attitude and 'all-is-good' report would not help them any more, as they would have to take practical measures and give better results. Similarly, contacts with the people as well as inter-departmental coordination should be further improved as no leniency or negligence would be tolerated with regard to the mission of public relief, he added.
The Chief Minister said that complete implementation on the devised plan should be ensured, and investigation of cases should be made on merit so as to ensure justice. He said that recruitment process in police department should be completed at the earliest, assuring that police would be provided more resources. He said, "We are sincere in our cause and our direction is right. Every decision is taken in the best public interest." The Chief Minister directed to hold an inquiry against the medico-legal doctor for altering the medical report of murder of a child after molestation in DG Khan. He said that deficiencies in prosecution system should be removed so that criminals may not evade punishments.
Usman Buzdar also sought report about the dispatch of results of samples in Punjab Forensic Science Agency.
He directed that commissioners should monitor the canals de-silting campaign and informed that provincial ministers were also being tasked to oversee the de-silting campaign.
The Punjab government had decided to establish shelter homes in every district and the commissioners would identify land for the establishment of shelter homes in their respective districts, he said and added that mobile medical teams should be deputed to treat the people of Cholistan and provision of solar panels in Cholistan should also be considered to illuminate their homes.
Punjab Law Minister Raja Basharat, Chief Secretary, ACS (Home), IG Police, concerned secretaries, divisional commissioners and RPOs attended the meeting.
