German Chancellor Angela Merkel proposed to European parliamentarians on Tuesday to create a European Security Council on the principle of membership rotation to ensure the expediency of important decisions within the European Union.

"I propose to establish a European Security Council, whose members would work on rotation principle and would expedite the process of preparing important decisions," Merkel said in a speech in Strasbourg broadcast by the N24 television.

Merkel added that "only a united Europe can be strong enough to be heard on the world stage," and urged the EU countries "to come to common solutions in areas where treaties would allow it."
